Agency: Department of Commerce, National Processing Center Docket ID: NSPS-2005-001 RIN #: 3206-AK76 Subpart A -- General Provisions Sec 9901.102 Eligibility and Coverage Parts (2)(e and f) Other than the President of the United States, no Agency head should be allowed "sole, exclusive, and unreviewable discretion!" The employees of DoD deserve the right to have their Union involved in changes which are covered under federal law. It seems that the Secretary wants to be able to get away with any type of injustice without fear of any complaints being filed. There should be some form of checks and balances in place before giving this kind of power to any individual. The Secretary should have to show some type of justification for each action that is taken. It is truly a sad day in America when our own government wants to give this type of authority to one Department. Remember it was not the federal employees that caused '911' but our government is sure treating them like they are.
