When the DOD sets up a contract with a contractor to do business for services or items negotiations include all parties involved and legal document protect the agreement. Negotiations are detailedand as complete as possible with full identification of the what, when, how much etc. Changes are by Legal Document, Modifications. The Governement would not purchase a system design to run its' Computer Systems,its' war machines or the high technoligical equipment to perform the designs and implimentation for the current and future protection of our country without great caution and monitoring. It appears that the people of the United States who stand behind our military personnel for the good of our country are not being given full respect. Things get more time, attention and value then people. All the very dedicated DOD civilians personnel who support our government should have high protection from abuse, waste and fraud performed against their very own person. NSPS is not a fully formed contract and needs more time to be sure that this is a people orientated system not a numbers systems. There appears to be total disregard for the individual amd lack of incentive to perform at the highest standard. Sometimes it is very hard to work under a superviosr that is difficult but it is extremely possible to stay dedicated for the sake of hte mission. But when the mission and the people supporting the mission are ignored we are not honoring our country, our goals and our people.
