I am very concerned that equal pay for equal work will be the thing of the past. The premise that your supervisor will pay you by the performance is not realistic. If your supervisor doesn’t like you for whatever reason, your burned toast. The question is what measurable factors will be use to determine your pay? There isn’t one. An organization may be over funded or under funded. Depending on your location will determine your pay. Throw in the factor that payroll budget is now an “open box” that can be used for supplies, transportation, rental, services or TDY at the discretion of management. NSPS promotes inequality of pay.
