Comments:
The NSPS appears to be a step back in time that we allow manangers to have total and unquestionable control. Ther will be limit checks and balances with the system. All but one outside review will be made in house. This will give the appearance of the fox watching the chicken house. Federal employees are counsuled to not even give the appearance of wrong doing, but now DOD is giving that appearance by this plan. DOD employee are loyal to the United states and pursue federal jobs but now the will not be given credit for time served for their pay or for RIFs. DOD wants to take away those rights for an arbitrary new system for more fexiblity and for national security. The DOD already for national security has these rights under Title 5 to implement and for flexibilty also. The are going to change the neogiate to consult with the unions and then implement. DOD is taking away the employee freedoms so they can accomplish their mission. DOD mission appears to be to bring freedom to IRAQ and remove frredom and rights from their employees.
