PLEASE VOTE AGAINST NSPS NOW!! IT IS NOT GOOD FOR THE DOD CIVIL SERVANT! PLEASE DO THE RIGHT THING AND VOTE AGAINST IT! Pay and Pay adminsitration and Performance Management: This will cause a 2 tier pay system maybe even 3 or 4 tiers. I can foresee where a new employee will be paid even more than I am with my 24 years of federal employment. This will not be of any benefit to the mission, employees, morale or team work. In fact I am seeing morale go down the tubes with people just thinking about it. The "Good Ole Boy" system will be in effect. Stab your fellow worker int the back and kiss up to the boss system if this takes effect. I will be the one getting stabbed. There is no guarantee that I will not lose pay as a result of conversion of NSPS via no more cost of living raises, no more award pay, no more step increases. What is the incentive. Why don't you GRANDFATHER this in to new employees and let the CSRS people go out they way they were meant to. I don't receive my performance appraisals on time now. The proposed regulation does not make it clear to ensure that I will get appraisals on time and receive a pay increase if my appraisal is at least acceptable. We already have a multi level rating system. With the 360 appraisal system that at least allows input from more than one individual. What if your supervisor just doesn't like you?? You will get nowhere. My ratings already add years to my seniority during a RIF. Performance should never be placed above seniority. I am a dedicated employee and my rights should not be held back because of favoritism. We need to be able to grieve/arbitrate our ratings if they are not fair. The system is too subjective to allow for one persons opinoin of someone to have that great of an impact on someone else's livelihood. STAFFING AND EMPLOYMENT AND WORKFORCE SHAPING: I agree that the hiring process is slow but we dont need NSPS to figure out a solution to that problem. This will go back to the days of hiring all the friends and relatives. Is that fair?? I disagree that with the idea if I get promoted to a different position that I will have to serve another probationary period. That does not give me much incentive to better myself. Your are not providing any details of the changes so that I can make an intelligent comment. you also want to be able to hire non-citizens into DOD. Now I do belive that that would hurt National Security. We could have new employees earning a higher salary than an employee with 25 years. What incentive is that to the committed loyal employee? I did not come to work for the government to be deployed anywhere in the world at a moments notice and for as long as you want to send me? That should also be grandfathered in with new employees. Seniority should always come before performance ratings. DOD wants to forget all about the years of dedicated service that I have performed. Probationary periods should be the same for everyone not set for each individual employee. DOD does not seem to understand the differences between civilian and military. I did not hire in to be deployed. I as a civilian was hired to support the military! If you are going to remove the career-conditional status, there will be less opportunity for placement during RIF's. We will lose corporate knowledge as a longer standing employees are separated. ADVERSE ACTIONS APPEALS DOD will be the prosecutor, judge,and jury without allowing a neutral third party review. The current system should remain in effect. You are very vague about the mandatory Removal Offenses (MRO) that it makes this difficult to comment on. We already have the Table of Penalties which is used to decide the type and duration of punishment. The system should be that all employees are entitled to due process and fairness which this proposal will destroy. STOP NSPS NOW...PLEASE VOTE AGAINST IT! IT IS NOT GOOD FOR THE GOVN. EMPLOYEE!
