Classification Subpart B- The pay bands will provide flexibility that is needed, I would like to see more on the GS grade to what pay band. Pay and Pay Administration Subpart C- First line supervisors should be able to have wages above those they supervise. Performance Management Subpart D- Puts a burden on the supervisor and the employee to effectively communicate, and follow through on assignments. The behavior part of performance management is long overdue, just a small part of the current rating system. Labor-Management Relations Subpart I- Assure that the enhanced flexibilities the are found in this section automatically supercedes existing labor-management agreements unilaterally. Do not give up on this, even if a phase in period must be negotiated. Miles Waldron
