Comments:
After 26 years of government service, I have discovered that any time Uncle Sam changed government processes it screws civilian employees, i.e. CSRS to FERS. After years and years of watching managers/supervisor give promotions and QSIs to "the young beautiful people" us old ugly people had to work twice as hard and twice as long; but at least we knew we would get a step increase in a few years or cost of living. This new process is yet another opportunity for management to reward their favorite employees and ignore senior employees without checks and balances or without accountability.
