5 CFR Chapter XCIX & Pt 9901 p. 7570 #7 Management Rights: "In addition, the proposed regulations prohibit bargaining over the procedures management will follow in the exercise of certain of its rights...to make determinations with respect to contracting out" The Secretary and most politically appointed (and elected) officials have connections with the business community with friends who are on boards of directors of defense and other corporations. They will be all too happy to contract out the entire civil service to their friends in big business. Contracting out does not save money, and if not monitored, will not produce the results necessary to perform government functions...and then there are cost over-runs and off-shore tax havens operated by companies such as Halliburton who have high level government connections. This will be the end of civil service as we know it--we will all be contracted out to Halliburton!
