Concerns: NSPS system is "necessary to attract top performers” If the system still makes managers hire off of Vet pref lists first (these may not be the best qualified candidates just minimally qualified) how does this attract top performers. I have never been able to hire or get a list with anyone that is "off the streets/not affiliated with gov system" If same preference rules apply I don't see how this will allow managers to have a better pool of candidates if we can't even reach them. Salary increases tied to performance...I have been at bases before where there was no money for awards (so people given TOA). How will money be available for raises? By the time it trickles down to lower management will there by any money left to give raises? Training for managers: How can the program work if no one can answer questions. There needs to be training. You are getting ready to implement a program and people are aprehensive because no one has any answers to the numerous questions. You need to educate in order for people to be on board.
