NSPS is a bad program made up by bureaucrats from there cubicles inside beltway!!! Under Subpart C for pay for performance who decides what good or bad performance is? I have worked at 3 bases and for almost 20 years. Most of supervisors had very little contact with their employees because they were in meetings all day! So they were clueless about what really happened in the workplace! The worst one didn't consult his workleader but still harrased and intimidated employees! Instead of asking employees for input on problems with parts and test equipment [that mgt had messed up the transfer of ] he used them as a scapegoat!!!! If you want teamwork this is a terrible plan! Employees competing for the best pay will be in conflict [Fighting] with each other not working together for the good of the team!!! No football team has won the Superbowl without playing as a team! No baseball team has won the World Series without playing as a team! If you want to be fair the employees would rate their supervisors! If they treated their employees like human beings [not dogs] they wouldn't have a problem! Mgt should spend their time helping employees not hindering them! Many excellent employees have not had a promotion in 10 to 20 years! If mgt wants to rate employees,[ unless they can walk on water and raise the dead ] they should pay attention to doing their jobs as well as they can!!! Most employees wont leave their names for their comments for fear of reprisals but at least we have a chance to make our feelings known on this important plan!
