Pg. 7555: Agile and Responsive: Workforce can be easily sized, shaped, and DEPLOYED to meet changing mission requirements. -NSPS and supervisors/management should not have the authority to direct a civilian to deploy if their job description does not state that they may be subject to deployment. Pg. 7561: Subpart D: Supervisors have the responsibility to communicate with their employees and I am not convinced that supervisors are trained and qualified to carry out their obligations in relation to NSPS. The subjectivity of the ratings is extreme and not all supervisors are aware of how their employees are truely performing as they do not have the time or direct association with employees to know the performance level of the employee. Pg. 7562 Performance and Behavior Accountability: Who holds the supervisors and managers accountable for the ratings they assign to their employees. Supervisors and Managers have total control of the pay that their employees will earn. I believe there is merit in employee's performance impacting their compensation. I am in favor of more flexible hiring standards. I am not in favor of all of the aspects of the proposed NSPS plan.
