Agency: Department of Commerce, National Processing Center Docket ID: NSPS-2005-001 RIN #: 3206-AK76 Subpart A -- General Provisions Sec 9901.105 Coordination with OPM part (a) This new personnel system will have an affect on other federal agencies. This should be obvious to any reasonable person. The Secretary should have to notify OPM prior to implementing any issuance and all other actions relating to the ongoing operation of the NSPS, not just when applicable.Leave the Civil Service System intact without giving any special privileges to the Secretary or any other individual agency, but make changes to the current system to help all federal agencies.
