Comments:
Pay for "performance" would signal an open season for discrimination. It's bad enough now when the supervisors have to take extra-ordinary measures to circumvent the rules. NSPS not only eliminated the rules, the specifically gave them mandate to discriminate. No checks and balances, nor provision for grievance resolution. It is wrong.
