5 CFR Part 9901, The assignment of civillian personnel to any place at a moments notice, including combat zones. Personnel should be allowed to volunteer to work in combat zones not assisgned / directed into harms way. NSPS will be a tool of the current administration in Washington DC to assign and deploy civillian employees like the military forces to hostile areas where a clear and present danger exist to both military and civillian personnel. As part of Mr. Rumsfeld plan he would have control over the civillian work force like the military, where he can deploy government employees at a moments notice to combat zones, especially when there is a shortage of military personnel. Government employees could fill in to allow military personnel to carry out their military assignments / missions while reducing the numbers of military personnel working in the administration, support and logistics areas. Unfortunately the government employees did not volunteer to join the military to participate in military operations and Mr. Rumsfeld is using NSPS as a administrative tool to get around this. While assigned to the Gulf Region in Iraq, I was issued a battle dress uniform with a name tag, DOD Civillian, to distinguish civillian personnel as non combatants. However the enemy is unable to read this name tag from 500 yards away and will target anyone wearing a battle dress uniform. NSPS will allow MR. Rumsfeld to draft government civillians and place them on the front lines of a battle field, its only a matter of time before we are issued a rifle, M-16 and are told to use it to defend our country. Currently numbers of our active duty troops have been in a decline over the past 10 years due to down sizing of the Military forces, now we have a man power shortage due to the large numbers of personnel leaving the military and drop in re-enlistments. By utilizing NSPS Mr. Rumsfeld can use this as a stop gap measure to use government employees to fill in until the military forces can be rebuilt to sufficient strength. Former US Army General Shen-saki was the only general willing to stand up to Mr. Rumsfeld and voiced his opinion that 300,00 plus troops will be needed in Iraq. However Mr. Rumsfeld told the president that 100,000 troops is sufficient to bring Iraq under control. Unfortunately General Shen-saki was forced to retire after numerous run -ins with Rumsfeld. Fortunately history has proven General Shen-saki was correct, today there are over 130,00 troops in Iraq and more troops are needed to put down the insurgency. Again it took and enlisted Army soldier at a meeting in Iraq to force Rumsfeld to order the DOD to purchase additional body armor and up-armoring military vehicles in the Gulf Region. The soldier asked why do we have to salvage through junkyard for scrap steel plates to armor our vehicles. Due to the intense pressure from the news media, DOD quickly put into place IDIQ contracts to procure additional armor from Armor Holdings, Engineered Support Systems and Ceradyne, three companies who produce up armoring vehicle kits and body armor. The Pentagon already has war plans prepared to invade Iran. If NSPS is implemented your next TDY trip may be to a combat zone in Iran.
