Performance Based Pay and Reduction in Band: I am concerned about this aspect when I am being supervised by military that are often moved or deployed with short notice resulting in one supervisor who loves my work and thinks my job performance was at the highest level and who values the job itself, who is then replaced by someone who has totally different expectations of the job and thinks my job is either not necessary or rates a totally different pay scale or who does not "like" me. It happens now and the new system will NOT eliminate this problem, and in fact, will make it easier for them to eliminate the job or the person or demote someone within the band or to a lower band. It also worries me that employees can seeming be moved from one job to another without permission, which can result in them being moved from a position where they ARE an EXPERT to an area where they are Entry Level/Developmental and the pay can decrease drastically without any recourse. How fair is this to someone who has spent his/her whole career growing to an expert level, to then be involuntarily (without unacceptable performance) moved somewhere they are not interested in working, doing a job they are not interested in doing and making less pay to do it. In our meeting here in Portsmouth you talked about increasing communication, but there are supervisors that do not communicate now and will not communicate - you cannot make someone communicate who does not know how or is not interested in doing so - and if that person is military and your supervisor, you have no growth potential or recourse moving toward advancement. 9901.313 National security compensation comparability: We were told in our meeting here that there were tighter controls on the pot of monies that will be allocated to pay, yet we are only guaranteed comparable dollars thru 2008 - this is until the end of the final spiral of activation/conversion - which is required in order to do the conversions. After that, they can set the pool at any level they what and reduce pay bands, etc. without regard for the needs of the employees - After all, it will be cheaper to hire new employees and train them than to keep those of us that have worked for years for benefits that will then be gone. OR reduce us to pay levels that will no longer support us or allow us to contribute enough to our retirement to survive. WE HAVE NO PROTECTION OF OUR JOBS OR OUR SALARIES. CIVILIAN EMPLOYEES IN DOD keep DOD running when the troops are deployed - if we are now going to become deployable - who will keep things running. We work long hard hours taking care of our countries heroes and/or their equipment. We are rarely if ever acknowledged and, instead, usually berated. We rarely get awards or rewards for what we do - our active duty supervisors are too busy putting in awards for the active duty they supervise because that help them get promoted. What makes anyone think they will now be interested in doing anything to see us advance. On the other hand, they are continually asked to make budgetary cuts - and how best to make those cuts than to cut payroll costs - which will make their FITREPS look good. Also, they are transferring in 3-4 yrs and will not have to worry about us and our raises after that. Our step increases are the only thing most of us have to show we have done a good job. This system is just another slap in the face to those of us who stand quietly behind our active duty members, allowing them to be deployed, transferred, etc. while we keep the workplaces running with a constantly moving, changing, deploying, returning active duty workforce that we have to constantly train/retrain to do their home-front jobs. We are the constant that allows you to do your jobs during wartime...we are who you should be taking care of - but instead, we are the ones coming up on the short end of the stick.
