At first glance, and there is a lot of information to sift through, I am in favor of the change. This brings the federal government in line with the private sector, and cuts out the fat, in a manner of speaking. A merit based system works well, although not perfectly, in almost any area of business, education, government, and even the military. It provides incentive to do well, and will create climates of "teamwork", "service", and "conscientiousness". My concerns are few: 1. Will I lose any pay due to the calculations? I am in a geographical area where the federal government pays higher for the work I perform than my counterparts in the private sector. 2. This system can be subject to abuse by managers/supervisors who will use it to unfairly target some employees while rewarding others. 3. Is the matter of employees receiving priority placements addressed? Morale is severely impacted because employees are brought in from other geographical areas instead of promoting or hiring those already in the area and are performing the work.
