Comments:
1. It is not clear if there are any priority placement rights for a RIF employee. For example if the base closes and your are an exceptional employee you should have some priority when applying for valid vacant position. 2. It is not clear the point allocation or the rules that will be established with RIF. If performance is greater than time in service, what is the break out? 3. As a supervisor - I am very concerned with setting an employee's pay raise, especially to include the cost of living. The 3 areas of concern are: a. It will be time consuming and disruptive if an employee has the ability to challenge a supervisors rating to the next level. There will be many challenges b. Recommend cost of living increases are maintained in some fashion. c. I can see were there could be a problem if there are personality problems between a supervisor and employee.
