I hope all these comments will be addressed. I am very concern about the decisions that management, the Department, will have regarding employees performances. How will this system ensure that management/supervisors will not reward employees based on relationship & or friendship "the good old boys' club?" Who set these pay bands? Under Labor-Management Relations, Under Collective bargining - for the Department (management) to remove the term consult ...that does not require that the parties reach an agreement? The Department/Mangaement Agency will rail-road the employees & Labor Unions. This will give Management complete & final control of all action. What about the protection of employees rights and Labor Unions. I am one of many good performing employees. and many times I have seen the injustice that the Management/Department treats good hard working employees. This will create a a poor working relationship between employees, Union (Labor) and Management. This limits the right of Labor Union. I do not believe this opportunity to submit comment is going to change anything such as prevent this Rulemaking. There is probably some regulations that say you must "Request for Comment." and must go thru the motions.
