Pay and Pay Administration-Subpart C: I am not sure or do not understand why there is a need to revamp the Pay structure. At the present it seems to be working fine. From what I see of the proposed changes you will be taking away incentives not adding them. Right now we all look forward to our step increases or promotions in grades such as going from a GS-09 to an 11. We work hard to be promoted and if you take that away then what is there for us to work for, moving from one pay band to another, that by the way is not explained very well. If the supervision is complaining about the system being to inflexible then don't scrap the whole thing make a few changes to the existing process and make it work. In my 20 years with the government if there is one thing that I have learned it is if you scrap a whole system and start all over then you end up with more problems and moral drops, it never solves any thing. Also I am not submitting my name and information out of feer of retribution.
