My previous comment disappeared from the screen, so am re-writing this to make sure it is received by your office. My direct supervisor and my senior rater are located 1500 miles away in Huntsville, AL. Whereas the current system had built-in raises which theoretically rewarded based on time-in-grade (which equals more experience and therefore assumed value-added), the new proposed system (NSPS - pay raises based on performance) gives rewards based on the "subjective" evaluation of a supervisor. The problem (a long distance problem) is the obvious lack of face-to face interaction with the supervisor and senior rater. It is, I believe, human nature to give more weight and attention (rewards) based on closeness and day-to-day interaction with the employees who are in your immediate office environment. For those who are 1500 miles distant, it may be, in spite of best intentions, "out-of sight, out-of mind". This, I believe, is true not only for myself, but also for 2 of my colleagues in this office. And it is also true for a large number of others here in SMDC/ARSTRAT in Colorado Springs who have supervisors and senior raters located in Huntsville, AL due to this anomaly caused by a recent reorganization of SMDC/ARSTRAT. This is a special issue within SMDC/ARSTRAT that, I think, needs to be addressed before NSPS is implemented in Huntsville, Al and Colorado Springs, CO.
