The changes assume that supervisors are competant and without bias. That is not true. After almost 35 years in Civil Service, I've frequently observed promotions based on friendship rather than on mission requirements. I've seen job descriptions changed so a buddy would qualify. Making it easier for supervisors to initiate adverse actions and a shorter time frame for an employee to respond is a detrement to the employee as the supervisor can used government time to initiate adverse actions and the employee can't. I know of an instance of an employee receiving six adverse actions at the same time; it's hard to reply when you can only use your off duty time. The current rules are not a hinderence to goverment employment but a assurance that actions are properly documented and not the result of a supervisor having a bad day or the employee not being the right kind of person.
