My major concern with this program is you are giving the Supervisors a lot of credit for fairness and also control over the livelihood of people. When a military person can retire one day and come back as a civilian the next day into his previous office. I think this leave a lot of room for preferential treatment. I understand the concept of your proposal but in the old system there are controls if the supervisors act on them. I just hope that someone will be watching this carefully and available to handle issues as they arise.
