Subparts E, F, G, and H: I whole hartely agree that this part of hiring and firing is cumbersome and needs reworked. However, when doing it caution needs to be exercised that too much power is given to management. It seems that if the policies stated in these subpats are implemented then a person could be fired just because their boss did not like them or followed an impulse and the employee could do nothing about it. Maybe you could take the old system and change it so that if action needs to be taken with an employee then the documentation and witnesses will stick. I have seen too many cases were a person needed to be removed and the supervisor followed through with every thing that they needed to only to have the employee appeal and be reinstated. Take the existing system start with it and clear out all of the old issues and modernize it.
