Our nation was established with the recognition of a need for separation of powers because mankind is subject to its baser instincts as well as its higher. Essentially pooling power in the fragile human ego of a supervisor, subject to the forces above/beside them that will want to bargain away even the best intentions of a supervisor totally capable of accurately analyzing and attributing the work of their people, is just plain irrational. It is also denies the reality that with the diminished work force we face today, supervisors have little time for the close monitoring and oversight the new system would require, let alone are they all saints with no preferences about appearance, religion, blue ceiling, glass ceiling, sexual atributes, age, race, flatery, spin doctoring, attention to detail vice emperor's new clothes presenters, ad infinitum. Leave pay to a disinterested pre-established system that already DOES allow a supervisor to punish and reward employees, IF they have the time to document the situations. In addition, the rational for the sweepeing changes disturbs me greatly. Implications are made that civilians are not already an integral, flexible and responsive part of the DoD team without the change. Get real. Who keeps the continuity of support while military are rotated in at out at lightening speed compared to the longevity of tasks to be complete? The civilians are often there for 15-30+ years and military members far less with little time for comprehension of problems, law, lessons learned or suffering the consequences etc. Please honor and respect the difference in our missions and don't try to confuse the two. At my age I'm not going to be able to sleep in the Afghan or Iraq desert areas and physically interact as our young soldiers, but I am much more capable than they of providing the demanding support my specialty ensures and that they require to be able to do their jobs. Faulty logic continues in the Federal Register document, in ways that defy the analysis of limited space here. Somehow DoD public service is directly equated to the national security environment, which are actually two separate issues. If public servants are a threat to national security, suggest you document and fire the parties in question. However, the implication is that this is a not so subtle way to try to change the basic tenant of public service into para military force, and one not trained for it. Why does the military use military or contractors instead of civilian employees? Because the civilian force has been erroded by cuts leaving a derth of trained personnel, AND because military are often looking to circumvent the personal service laws, want a yes person influenced by special fees, to cushion their nest by future employement after retirement...etc. or hadn't those impure thoughts struck anyone inspite of all the proof to the contrary in the various scandals and legislation about revolving doors? Furthermore it is disgusting how the dreadful events of 9-11 have turned "9-11" into a buzz word intended to hook a line to our core sentiments about such an array of subjects one cannot possibly validate them all. What does flexibilty have to do with "9-11" in the context utilized? Nowhere is this explained, how the two are connected. The entire 700,000 civil servant work force needed to be flexible per 9-11 & must be paid diferently because there were specific shortfalls in communication and coordination of intelligence? There is no cognative correlation between the inference and the reality. By the way, I find it offensive to be considered "human capital"...human resources is about as far as I want to go down that line. "...NSPS is a transformation lever to enhance the Department's ability to execute its national secuirty mission..." What on earth does that mean? How does the civilian pay/management system directly connect to national security, this is no where addressed. This plan is out of control & wrong
