Favoritism, nepotism, and discrimination exists now in the DoD. For instance, over 41% of the summer hires in the shipyard last year had one or more parent working here. That's only for the summer hires!!! Imagine what else goes on. I'm not criticizing the shipyard because that's an issue that has been identified as a potential problem and steps are being taken to correct it. But under NSPS, the checks and balances are weakened or eliminated. Under the current system, employees who aren't part of the favored, family, or right gender or race at least had something they could rely on (their within grade increases).
