EXCELLENT, overall! The addition of behavior/conduct as a component of performance appraisal is a MAJOR IMPROVEMENT! We have too many employees whose job knowledge, capability, performance may be satisfactory in a narrow sense, but whose personal conduct on the job is often very unsatisfactory. It is an embarrassment to be associated with these people, especially when the public is present. SUGGESTION for Subpart D: Include in the NSPS Rules a list of some specific types of conduct which are prohibited on the job and which will be considered in performance appraisals. For example: Conducting personal business on Gov't time; Habitual use of profanity; Unnecessary noise (esp. loud talking in office/cubicle bays); Unprofessional attire and grooming; Poor personal hygiene; Untoward attitude; Rudeness/Disrespectfulness; Prima donna behavior; Lack of consideration for others; etc., etc. Setting standards that include a list of some of the specific behaviors that are unacceptable would help a supervisor avoid some of the subjectiveness that is inherent in the job of performance appraisement.
