I am against the proposed changes to the personnel system. This will bring back patronage and politics, and will destroy morale and labor unions. The current system is fully capable of rewarding good performers and punishing poor performers. Having seen this experiment with NAF employees and the unfair treatment of employees in pay bands I do not see how it will work any differently with General Schedule employees. If this system is enacted the federal government will go from being a good employer to one of the worst. There are currently problems with occasional poor managers. This system will institutionalize their poor practices and do away with all recourse that employees have to appeal adverse actions, or merely to survive a bad manager. Civilian employees currently support military actions around the world. This will not change under the new system. What will change is the civilian's morale, their desire to go beyond the narrow confines of their job description, and their desire to go the extra mile to get the job done, and their desire to bring in new employees. Workers who are poorly treated do not make cooperative, creative, intelligent workers with new solutions to problems. I used to recommend being a federal employee to young people; as a good place to work with good working conditions, good benefits, and a good place for a personally and professionall rewarding career. Now I cannot do that as I wait for the new personnel system to be implemented. If these new rules are implemented I will not be able to recommend federal service to young people again as it will be none of these. Please do not destroy the civil service system for partisan political purposes.
