The summaries and responses put forth to date to not relieve my feeling that my right to collective barganing or protection from unfair pratices are being removed or denied with these changes. I have worked under these types of pay grading systems in the past and they have always proved to be far short of expectations due to supervisor lazyness and incompetance. They do not prevent favoratisim, they do not reward hard work and they do not penallize poor performance. By invoking such regulations without getting by-in on the critical performace review changes necessary to have any hope of making this process fair, shows either a lack of understanding of how this will work or a total disregard for the workers that will have to live with this. It is also my opinion that the people that wrote these procedures will not have to live with them, just as the people in the congress that set our pay don't have to live with it themselves. I am against these changes, they will not turn a poor worker into a hard worker and they won't adequately reward a hard worker in comparison to what a poor worker recieves.
