I have over 29 years of federal service and I am highly concerned over proposed rule, 5 CFR Chapter XCIX and part 9901. Pay/PAY Raises I have to say changing the annual pay raises to the supervisor is not constructive for team building, as well as the harassment it can and will bring. You are rewarding short term goals and not long term. Where I currently work is on the bottom of the chain of command and I can see no one here ever getting any pay raises as division will not bugdet for them as they do not bugdet for performace awards a this level now. Work Schedules and Overtime: The ability to change our work schedule and mandate overtime is all ready in effect here, so now I guess management will be able to do it legally. Civilian Deployment Unlike the military Federal civilians did not sign a statement agreeing to deploy anywhere in world at a moments notice. I work with military person who signed up for this purpose and have (free to them) all the rescourses neccessary and/or required to take of this. Thank you.
