I think this NSPS is a DoD diversionary tactic to keep the focus off of things like Abu Ghraib, the exit strategy failure in Iraq, the rapes of our servicewomen in the war zones, Boeing/Druyan contract fiasco, Air Force Academy sex assaults/sex harassment incidences, Haliburton overcharges, etc. If Rumsfeld were under the pay for performance, he'd get a pay decrease!!!
