I absolutely do not agree with this new National Security Personnel System and this is a HUGE mistake on the part of the Government. Good employees are already losing out to “buddies” and friends as it is. Now there will be no checks and balances and the employee will not dare say a word as their paychecks, raises and their entire future depends on that one man/woman’s opinion, the “boss”. You are putting our country and our Government system back 100 years! This is absolutely crazy. You can bet that women will NOT BE paid equal pay for equal work, except for a few “token” women like there was in the past. You think the ENRON folks got away with murder, you haven’t seen anything yet! No one will dare to be a whistle blower or complain about sexual harassment and believe me there WILL BE plenty of that! You are opening a can of worms and then some. If someone is jeopardizing our National Security, and that someone is your boss or his cohorts where does that leave you? You are putting TOO MUCH POWER in the hands of corrupt men. There is already too much nepotism, buddy-buddy systematic promotions etc. etc. now. In the future it will be like giving them a blank check. The safeguards you have mentioned are next to nil and ridiculous. It has taken years to get the system as good as it is. The new system will make it so the little guy that works his butt off will be left in the dust for raises or promotions while so-called experts will be hired and promoted and given the bonuses. There is something to be said for long-time employees and their knowledge of problems and corrections in the past. Please, Please, Please! Stop this before it is too late. I really don’t care for my sake, I am about to retire, but I really feel sorry for the people that will be under this Totalitarian System! You are making dictators not bosses! The 10 step system for General Schedule (GS) employees and 5 step system for Wage Grade (WG) is a good tried and true system. I have seen people denied step raises and I have seen people fired on the old system. DON’T MESS IT UP WITH THIS!!!!!!!!! WHAT ARE YOU THINKING!!!?? IS ANYBODY HOME????
