I am very disappointed that this NSPS is being pushed through. I do not believe I have read a more open-ended document that lacks clear definition of how employees shall be reviewed on performance and rewarded or disciplined. This system will foster rivalry rather than teamwork as employees seek to outdo each other for top performance reviews. As mentioned in other comments, pay based on a biased supervisor's review with foster resentment and discourage the reporting of harassment or safety violations for fear of receiving a lesser mark. As our districts are striving for consistency, I do not believe I could imagine a more inconsitent way to pay and reward employees for their work. Exactly how does one measure performance consistently? This system allows supervisors to abuse their position and the only recourse seems to be a difficult appeal process with little guarentee of conflict resolution. Hard-working employees who are not respected or liked by their supervisors are guarenteed to suffer in this system. The NSPS document is full of should statements rather than will statements, and I believe this leeway with result in abuse of the system. Before this system is implemented, it needs to be revised, eliminating any and all ambiguities of language and action. There should be set rewards and set consequences because discretionary action breeds favoritism and inequality.
