9901.342 Performance Payouts. Even without implementing issuances, it does not appear there is a provision for manditory pay increases if the employee is not at the maximum of their pay band. Management could try to "control overhead" by only issuing bonuses year after year, not base pay increases. This would have a negative impact on retirement. 9901.332 Local market supplements. The regulation provides "DoD may provide different local market supplements for different career groups or for different occupations and/or pay bands within the same career group in the same local market area." Generally, higher costs are higher for everyone in the market area. There are no assurances this would be used to help mitigate costs for lower salaried workers. DoD could give higher supplements to, say management, even though they already receive more pay. General Comment. Since there are no implementing issuances, we are being asked to approve, or at least not disapprove, a system that doesn't exist. We have not been provided with specifics on pay bands, the form of grade transfer to the new system or the implementation of any pay based issues. While there are ample references to suppport and deployment, there are no specifics on the form or duration or frequency of deployment from a permanent station.
