Why are the unions not a part of this new system? This new system seems to be encouraging the "good old boy" system. Now, the supervisor will have the power to give raises at his discretion. No longer will those of us in a pay grade know that we will get periodic (step) increases whether we are the boss' pet or not. If we disagree with an appraisal or disciplinary action our only recourse will be to a panel without union representation. What happened to collective bargaining? What happened to fair representation?
