NSPS does not appear to be in the employee's best interest. NSPS puts too much control in the hands of immediate supervisors. Doesn't appear that employees will be able to achieve the same annual pay raises based on performance (under NSPS) as compared to cost of living increases and step increases. Immediate supervisors should not be able to decrease employee's salary. If the employee is not performing as expected, then they don't deserve a big pay raise, but they also should not get a decrease in pay.
