Comments:

1. I feel that the proposed system takes us backword in a lot of ways. It would allow personal feelings to come into play. The Boss's pet, so to speak, could greatly benefit from this program regardless of their work ethic and vice versa for the person who clashes with the boss. The system we are presently under helped to eliminate this 'good ole boy' awards and kudos. It is not perfect, but improvements can be made but the proposed system goes too far. 2. High profile job series or job series that are up front in the political arena due to current world situations would benefit more than jobs that are more of a support nature, but still just as important. Even if they are not more visible, does not mean they should not be rewarded equally. 3. I can easily see a time when due to budget constraints or Presidential personal (political) interests, the raises could be sharply curtailed or even eliminated so the money could be dedicated elsewhere. 4. I do not favor the implementation of the proposed personnel system.,
