My suggestion is that the NSPS melds the existing Federal personnel system with the newly proposed system. For example, that supervisors/managers will have an opportunity to promote or delay a promotion of an employee (without over-burdensome resistance) the first year of a potential promotion, but the second year the employee could appeal. A point system could also be devised which incorporates time in grade (as in the military), and yearly evaluations. In a similar manner this could be done for other employee perks, such as step raises and awards.
