Step increase are the only way civilians will get more money from what they do in as much as Up-Grades are so hard to get now a days. If you ask me I think you should just leave the system as is cause that is what makes one work hard cause they have something to look forward too while the change that you are planning to do leaves nothing for the civilians that works so hard for the money that they are earning. As the saying goes in order to get a good result one needs to have incentives for it, and please make the civlian life better rather than take out things from them.
