Dear DOD and Office of Personnel Management: I am concerned about the "suggested changes" being offered or proposed in civilian employees' work performance affecting our basic pay, classification, work schedules, adverse actions, employee appeals, labor relations, etc. An unscrupulous supervisor or manager, who does not like an employee, can use the changes re: performance ratings, to give a DOD employee an adverse or unsatisfactory rating, therefore, denying him or her a pay increase or an increase in the cost of living adjustment. The employee could do an outstanding job, but based on a supervisor or manager's rating, be denied a pay increase, etc. That's why I do not want to see any changes made to our present system. This was used in the former civil service ratings to deny an employee a well-deserved rating.
