It seems as though congress and management are using a tragic time (9/11) to force a system into place that will do nothing but take good faith bargaining away from employees, and allow a management to determine the faith of an employee whether they like the employee or not. As a 22 year federal employee, I see more and more "retirees" coming into the system whom have "beat" the system into a pretty nice GS job, that there were plenty of capable current employees qualified. I have seen this time and time again happen in the federal workforce, and with this system, I predict numerous other retired military veterans come into a manageral/superviory position without doing any time in the system. This system to me is a system that will be a dictatership, if you will. If for some reason the superisor does not like you, you will not be promoted or get raises. Take the right to join a Union away, as well as a binding contract, an employees future will ride on managements "personal" feelings of each affected employee, and workers will be expected to do all kinds of work, not in the core document.. I ask..........why would such a system be so apparently failprrof, when the rights of the affected employees will be gone? I truly hope this does not occur. If it does, there will be tragedy in the making for most federal employees.
