8. Why shouldn’t there be some incentives for longevity? Not everyone moves to a new company for more money. Some prefer to take less pay for personal incentives. 9. I believe a military person must have created the system as many of the changes promote moving retired or x-military into the civilian NSPS world. Thus the references to mobility of civilians-“deployable assets”. 10. Recognition of conduct, I didn’t find an explanation of this. I assume it is a method to discipline negative work behavior. 11. On-going feedback, is this a push to ensure everyone knows how to ensure they receive the maximum pay band rate? 12. Formal comments-a great idea!! Glad to see someone made it part of the process.
