ouir Country was founded on keeping all 3 branches seperate so that checks and balamces are in place. The old civil service was constucted so that favortism and nepturism was minamized. The way this is constructed there are no checks and balance system to keep the Secretary of Defense from becoming a tyrant. No way to stop favortism and Nepturism from happening.
