The proposed rules do not remedy two existing problems: the lack of accountability of senior civilian managers, and the inflation of performance evaluations. (new para) In my organization, the commanding officer and the military department heads do not hold senior civilians accountable. Civilian managers and supervisors do not staff their work force with capable personnel, do not reward better performers, ignore problem employees, and do not base promotions on merit. Civilian managers and directors are not held accountable for the performance of their workforce. (new para) Though the performance, the initiative, the technical competence, and the ability to interact well with others varies considerably among employees, almost all employees are stellar performers according to their performance evaluations. When an employee moves to another job within DOD, prospect supervisors, managers, and department heads think they are getting a good employee based on what they see in the employee's performance evaluation. (new para) The proposed rules do not address the problem of bad management.
