From the Case for Action, pg 7552: "DoD civilians must complement and support the military around the world in every time zone, every day." NSPS is a system designed to allow the Secretary and the Director to use civilians in place of the deteriorated, poorly trained military population that exists today. This is a definite move to enforce a military state disguised as a national security need. The claim that NSPS is more flexible is true -- especially for the Secretary and the Director. NSPS gives these two individuals an inordinate and dangerous amount of power over the civilian workforce.
