Agency: Department of Commerce, National Processing Center Docket ID: NSPS-2005-01 RIN #: 3206-AK76 Subpart B -- Classification Sec. 9901.341 General Pay for performance if implemented fairly and equitably could be a positive way to reward good workers. But with in this subpart you leave the decision of which employee(s) deserve more of a pay increase up to first line managers; you have just made the whole process more subjective and open to inturpretation by those managers which in turn could possibly lead to abuse of their authority to give pay increases for employees. Currently managers of all agencies have avenues to reward top performer within their units but because of budgeting shortfalls some agencies have not had the funds to reward these employees. Why should DoD, be allowed a special pool from which they can draw money from to reward these performers when every other federal agencies do not have the same opportunity to reward their top employees?
