After reading through the proposed changes that will be part of NSPS , I am highly critical and opposed to several changes being recommended ; specifically the adverse effects the new system will have on Title 5, chapter 71, Labor-mangement Relations. Being an over seas teacher for DODDEA for now 19 years I feel that the adverse effects the DoD would impose in order to create the supposedly " agile and flexible " work force will instead create a corrupt ,biased , unweildly system that will " poison the well " of dedication and sterling service that has led the Department of Defense Schools to be often refered to as the "President's school system". You would, through the "national securty" rubber stamp allow NSPS to become the agent and judge over its OWN actions. Our government, in effect,while seeking to streamline will loose equity as well as efficiency . The proposed changes will ironically ,be creating a new terror inside our own ranks ,a medusa of monsterous proportions- dissatisfaction the ugly heads of cronnyism, nepotism, , favortism, despotism from management will spawn absenteeism -apathy, lethergy, anarchy from the stakeholders . Why ? Because of the change from a board and a systematic selection process will be replaced by too often capricous dictates ; will be replaced by the dictatorial powers of a hierarcy that does not have to follow a "check and balance system" to justify and initiate changes in working conditions, incentives ,and bargaining processes now protected by our union labor relations . Let all who truly love democracy, not sacrifice it for the nebulous goals of an unnecessary new bureaucracy ; what we will eventually loose will all too soon far more damaging than what we gain to expediency in the name of security!
