Comments:

1. Suggest that procedure assure that those in supervisory positions above what would be GS-12, have minimum education of at least a BA/BS particularly if they supervise officers and that they have an MEL equivalent or better than that of officers led. This would be a requirement to be a "Supervisor." However, suggest that persons who do not possess that level of education not be penalized. In other words, a person could be very technically qualified, but not have education needed to truly lead. No reason why that person could not function as a "Technician" of equivalent GS-12 or higher level but without supervisory duty. 2. Pay Bands: Please look carefully at bases that have already started Concept Demo. Pay bands may not align. Concern that this is not being carefully evaluated and that employees who are part of existing Concept Demos where pay banding is used could face severe hardship if matriculation to the new system is not done carefully. 3. Discipline: That due process, respect for human dignity etc. be upheld fully. We can ill afford a system based on personal bias, favoritism etc. and do our duties with the decency and credibility that our nation should expect and deserve. Concern that too much streamlining could create a system that lacks the checks and balances that are core values to an honest, fair and objective system of discipline and promotion.
