The authors of NSPS assert that the current system is a pay-for-longevity culture and the new system is a pay-for-performance system that values quality. Most civilian employees in the current system do quality work and have continued to do it for decades. They certainly perform better than the contract employees they have to deal with every day, and better than the military they have to cover for daily. To replace a system that itself has endured for so long -- one that values seniority -- with one that sees seniority as worthless is wrong. A big mistake to expect so much quality from new-comers.
