Agency: Department of Commerce, National Processing Center Docket ID: NSPS-2005-01 RIN #: 3206-AK76 Subpart B -- Classification Sec. 9901.343 Pay reduction based on unacceptable performance and/or conduct. In the situation of a pay for performance industry, rating of records should be made less subjective for the supervisors and have more restrictive guidelines to follow for deciding who has poor performance. How you decide who is a poor performer and why they are a poor performer and what that supervisor could have done during that rating period to help that employee improve their performance should have bearing on whether or not this employee should be threated of the lose of pay for a full year based on this supervisors. If these guidelines are not in place, then the supervisor could for any given reason decided that a specific employee (maybe someone they don't particularly care for) is a poor performer and should loose that 10% of pay just simply based on that personal decision. This situation is very likely to happen and this does not promote the efficiency of the government in any way.
