Iwould like toknowhow DoD canimplement a new personnel system without specifics, for instance: 9901.108 program evaluation what are the procedures, details please 9901.221 classification requirements DoD will develop methodology .when will this happen, isn't the time to issue the requirements..........details please 9901.222 DoD will establish issuances.......when? is this not the time for this ? details please 9901.311 major features. through the issuance of implementing issuances.................what are they ? once again details please 9901.352, 9901.353, 9901.354 DoD will ...................what are the details when will this happen DoD proposed regulation is riddled when non regulations! no details are mentioned throughout this documment, how can this hold water when DoD refuses to get into specifics (exception: labor relations is very specific, go figue). DoD's definition of Reassignment is a wide open statement that an employee could only conclude that he/she might find themselves in a undesirable location. No details are available on this portion on work force shaping! 9901.221 DoD will- follow definitions established by OPM or BY DOD!! which is it!!!! details, details,details. this section as many means nothing when it is written in this context Performance expectations is mentioned and that they will be communicated to the employees; but the only thing we know about the requirements for a DoD employee is that civil and respect for others, please define our jobs are on the line!!!!!!!!!!!!!!!!!
